New Law on Tire and Scrap Metal Storage in Tbilisi

Since the summer of 2025, new requirements for storing car tires and scrap metal have come into force in Tbilisi. The law is aimed at strengthening environmental safety, combating illegal collection points and improving sanitary conditions within the city limits. Main provisions of the law

According to the new regulation of the Ministry of Environment and Agriculture of Georgia, storage of used tires and scrap metal is allowed only in closed premises that meet the following requirements:
• Presence of concrete or other waterproof floor covering;
• Closed roofed structure that protects from precipitation;
• Organized waste collection and disposal system;
• Registration with the relevant authorities as a temporary storage or recycling point.
The law applies to both legal entities (service stations, tire shops, recycling collection points) and individual entrepreneurs engaged in collection and storage.

Why was this law adopted?

The main reasons for tightening the legislation:
1. Environmental risks. Accumulation of tires in the open air creates a threat of contamination of soil and water resources.
2. Fire hazard. Tires and metal are often stored in violation of fire safety regulations, which has already led to incidents within the city.
3. Sanitary conditions. Unregulated storage points become a source of unpleasant odor and a breeding ground for rodents.
4. Fighting the shadow business. New regulations allow tracking the turnover of scrap metal and tires through mandatory registration.

Liability for violation

Entrepreneurs and legal entities that do not comply with the new rules may be subject to administrative liability. Fines are:
• up to 1,000 GEL for individuals;
• up to 5,000 GEL for legal entities;
• in case of repeated violation, suspension of activities for up to 90 days is possible.
It also provides for the confiscation of improperly stored waste and the closure of illegal collection points.

How to prepare for the requirements of the law

To avoid sanctions, enterprises need to inspect existing warehouses and take measures to adapt them:
• Provide a concrete foundation that prevents liquids from seeping into the ground;
• Equip the premises with awnings or roofs that completely exclude contact with precipitation;
• Install rainwater collection and wastewater filtration systems;
• Register with local authorities as an official storage or recycling point.


It is also recommended to enter into contracts with licensed waste removal companies to ensure that the operations are completely legal.

Who is exempt from the requirements

The law does not apply to the temporary storage of up to 5 tires or no more than 100 kg of metal, if this occurs on the territory of a private home and is not related to commercial activities. However, even in this case, local authorities may require that sanitary violations be eliminated.

Although the new requirements entail certain costs, they also open up opportunities:
• Increased demand for warehouse space with the appropriate infrastructure;
• Legalization of the secondary raw materials business with the opportunity to participate in tenders and receive government orders;
